A notice in the 1868 Gazette reserved Sydney Square as a Public Square but in 1878 it was redesignated as a reserve for recreation.
In the 1883 Gazette the reserve was brought under the provisions of the Public Domains Act, 1881 and in the same Gazette an Order-in-Council placed it under the control of the Hamilton Domain Board (the Hamilton Borough Council).
Sydney Square was renamed Steele Park in 1908.
